Organizational Setting
The Department of Nuclear Sciences and Applications implements the IAEA's Major Programme 2, "Nuclear Techniques for Development and Environmental Protection". This Major Programme comprises individual programmes on food and agriculture, human health, water resources, environment and radiation technologies. These programmes are supported by laboratories in Seibersdorf, Monaco and Vienna. The Major Programme's objective is to enhance the capacity of Member States to meet basic human needs and to assess and manage the marine and terrestrial environments through the use of nuclear and isotopic techniques in sustainable development programmes.
The IAEA Marine Environment Laboratories consists of three laboratories, which are located in Monaco. The Division supports Member States in enhancing their capacity to use nuclear and isotopic techniques to understand marine and atmospheric environmental processes and dynamics, and to identify and address environmental problems caused by radioactive and non-radioactive pollutants and climate change.
The Radiometrics Laboratory has expertise in the fields of marine radioactivity measurements, development of radioanalytical methods, low-level counting, modelling of dispersion, environmental and radiological assessments, marine database management, and radiotracer applications in oceanographic, pollution and climate studies. It collaborates with Member States to assist them in their development and to implement capacity building technical cooperation projects. It also helps them to prepare for emergency situations, carries out missions at sea, supports analytical quality in Member States laboratories and provides training.
Main Purpose
The purpose of this consultancy is to provide technical input and expertise for the implementation of the ALPS Additional Measures project, including coordination of international travel arrangements, management of sample shipments to laboratories worldwide, and assistance in the preparation and coordination of project meetings, reports, and related activities.
Functions / Key Results Expected
- Coordinate and manage comprehensive travel arrangements for non-staff participants including flight bookings, hotel accommodations, visa processing, and ground transportation for international project activities and meetings.
- Oversee the logistics of sample shipments to partner laboratories worldwide, ensuring proper packaging, documentation, regulatory compliance, customs clearance, and tracking throughout the shipping process.
- Provide technical input and expertise for project meetings, workshops, and conferences including participant registration, venue coordination, materials preparation, and meeting logistics management.
- Assist in the preparation, compilation, and formatting of project reports, technical documents, meeting minutes, and correspondence in accordance with IAEA standards and guidelines.
- Serve as the focal point of contact for project stakeholders, managing communications, scheduling, and coordination between participants, laboratories, and IAEA staff.
- Provide problem-solving support for logistical challenges and administrative issues that may arise during project implementation.

Remuneration
The remuneration for this consultancy is a daily fee of up to a maximum of € 200, based on qualifications and experience. The Project Planner is responsible for the project planning and scheduling of project execution deliverables reflecting the designated scope and level of detail for full-phase contract execution trough close-out. - Implement a comprehensive Progress Reporting System to provide the Project Manager and Product Line Management with all necessary planning information to be used as a basis for decisions (i.e. Target, Actual & Forecast).

**About the role:**
Reporting to the **Director of Customer Experience** , the **Commissioning Project & Planning Coordinator** will play a key role in ensuring a smooth customer journey through equipment installation and startup activities, helping customers achieve their water quality objectives. This is a **newly created position in Europe** , designed to close a critical process gap that has been impacting customer experience and delaying equipment startup. **Dans ce rôle, vous serez amené(e) à :**
+ Établir et maintenir de solides relations avec les clients en examinant les contrats et les spécifications afin de comprendre leurs besoins.

**Exigences essentielles :**
+ Expérience en gestion de projets.
+ Capacité à lire et interpréter des schémas techniques (mécaniques, électriques, P&ID).
+ Expérience de travail avec des prestataires et des ingénieurs externes.
+ Expérience de collaboration avec des équipes transverses (ingénierie, ventes, opérations, service client).
+ Esprit d'amélioration continue pour accroître l'efficacité et la croissance.
+ Forte autonomie, résilience et capacité à travailler de manière indépendante dans un poste nouveau et non structuré.

Summary:
You will drive the day-to-day activities to meet the overall program objectives related to projects at all stages throughout customer journey including client site testing services, Engineering consultancy, conceptual studies, Front End Engineering, Engineering detailed design, and construction. You will build and maintain project schedules, cost report, assess and mitigate risk, and lead cross functional teams via great communication and diligent oversight. You will enable team success by crafting and monitoring a streamlined development plan, managing critical path, and driving timely issue resolution. You will lead team meetings, document action items, drive follow-up, and be accountable for communicating development and schedule status to senior management.
Your role will include coordinating with key internal teams such as the Process Engineering team, packaged plant manufacturers, and equipment design and fabrication services mainly based across western Europe. You will understand technical issues and drive them to closure by bringing together key partners and facilitating problem solving and decision-making. You will be empowered to build great relationships across teams. You will work closely with internal manufacturing suppliers and external OEM partners.
The role will focus on delivering the portfolio of UK and Ireland projects, although occasional international travel may be required.

Duties & Responsibilities:
- Responsible for project delivery and management including managing the Engineering design and, allocating/procuring construction and material resources, programming and contract administration.
- Assist the Sales Team in early client meetings to generate technically and commercially acceptable customer technical offerings.
- Assist the Central Team in the development of customer technical offerings including liaising with key internal Process Engineering and packaged plant manufacturing.
- Plan the necessary resources and assist the central team in preparation and submission of tenders as well as participating in the setting and agreeing of project strategy.
- Responsible for setting up and reviewing forms of contract used for both client and sub contractors’ contracts with assistance with internal governance and external contract lawyers.
- Maintain relationships with internal and external stakeholders as appropriate.
- Ensure that the Companies’ Environmental Health and Safety and quality procedures are followed throughout all disciplines.
- Support the Financial Controller to ensure that all contracts are financially controlled to give optimum performance.
- Ensure that the projects are delivered in accordance with the agreed contract terms and conditions and that the Companies risk exposure is minimised.
- Should contractual issues arise, ensure that these items are resolved appropriately and flagged to the Manager of Projects and the Operations Director.
- Ensure that accurate monthly contract reports are submitted to the Manager of Projects and Operations Director.
- Conduct project completion reviews to ensure learnings are captured and communicated to the team to strive towards better business processes and procedures.
- Potential line management of Project Engineer staff according to company processes and procedures.
- Encourage the development of junior Engineering staff through mentoring.
- Encourage professional development of Engineering staff through assisting with Chartership of professional Engineering bodies.
- Assist in the recruitment of new staff, making suggesting of potential employees.
- Be an enthusiastic advocate of the UK role out of the company ERP software.
- Ensure that own and those under direct control are aware of their responsibilities are set and meet deadlines and are accountable for their time, cost and quality performance.
Required Skills/Qualifications:
- Proven track record of managing Engineering consultancy to Engineering detailed design and Build projects up to £20m.
- Programme management software, currently MS Project.
- Communication skills with an ability to engage with stakeholders and colleagues to develop solutions to complex problems.
- Proven experience of schedule and risk management.
- Experience of commercial / contract management.
- Experience of conflict management.
- Ability to manage budget and direct project controls.
- Ability to demonstrate a track record of adopting innovation particularly with emerging technologies and/or environmental solutions.
- Proven experience of health, safety and well-being requirements relating to delivery of projects (e.g. CDM Principal Designer or Client roles).
