Mandaté par les compagnies d'assurance, vous effectuerez des missions d'expertise chez des particuliers et professionnels :

Contexte du recrutement et définition de poste :

Localisation des locaux : Syndicat Mixte Marne Vive, 77 quai de la Pie, 94100 Saint-Maur-des-Fossés

Contexte :

Le Syndicat Marne Vive est une structure publique reconnue et dynamique existant depuis plus de 30 ans. Il est composé de 9 membres (populationde près de 1,3 millions habitants) et offre la possibilité à ses agents de travailler auprès d’un large panel d’acteurs du domaine de l’eau et de l’aménagement. Situé sur les bords de Marne, au plus près de son territoire d’intervention (le bassin versant aval de la Marne et de ses affluents – Morbras, ru de Chantereine, ru du Merdereau), le Syndicat s’étend sur 52 communes réparties sur 4 départements (93, 94, 75, 77). Il exerce des missions d’étude, de conseil et d’animation territoriale (mise en œuvre du Schéma d’aménagement et de gestion des eaux Marne Confluence, pilotage d’un Contrat territorial «eau et climat – trame verte et bleue») sur un large panel de thématiques(qualité, cours d’eau, zones humides, assainissement et plus largement l’eau dans la ville).

Le Syndicat Marne Vive accompagne depuis sa création les collectivités riveraines de la Marne et de ses affluents dans l’amélioration de la qualité des cours d’eau. Après avoir animé un observatoire de la qualité de la Marne, puis lancé une initiative sur la localisation des déchets flottants en Marne, le Syndicat a porté ces dernières années avec plusieurs collectivités les démarches de reconquête de la baignade en Marne, à travers notamment le suivi de la qualité bactériologique en Marne et l’élaboration des «profils de baignade». Que ce soit par les études qu’il porte, l’animation du SAGE Marne Confluence et le pilotage du Contrat, le Syndicat s’efforce d’établir des liens entre qualité de l’eau et pressions sur la ressource en eau, afin de mobiliser les acteurs du territoire sur des stratégies et des actions de lutte contre les pollutions sous toutes leurs formes. A partir de septembre 2025, le Syndicat va relancer un cycle d’études sur 3 ans portant sur l’accompagnement du retour de sites de baignade en Marne et sur la prévention des pollutions en rivières.

Le(La) nouvel(le) chargé(e) d’études intègre une équipe en place de 6 personnes (1 directeur, 1 responsable administratif, 4 ingénieurs). Il(Elle) agira sous la responsabilité et en lien direct avec la direction du Syndicat et en collaboration étroite avec les autres ingénieurs de l’équipe.

Descriptif général du poste :

Le poste s’adresse à toute personne désireuse d’être acteur(trice) de la préservation de l’environnement dans un territoire urbain en forte mutation. Dans un rôle de chargé(e) d’études, vous contribuez au projet ambitieux de reconquête de la baignade en Marne et portez des initiatives pour renforcer la lutte contre les pollutions en rivière.

Les missions principales :

• Pilotage d’études et de démarches en lien avec l’objectif baignade en Marne. Pilotage technique, administratif et financier de l’étude «Elaboration et actualisation des profils de baignade en Marne» (2025-2028) Pilotage des campagnes de suivi de la qualité bactériologique de la Marne et exploitation des données Conseil et accompagnement des gestionnaires de sites de baignade sur les mesures de gestion adaptées, les actions d’information et de sensibilisation à mener, et les possibilités de mutualisation
• Pilotage d’études et de démarches en lien avec la réduction des macrodéchets en rivière. Etablir un état des lieux des initiatives sur le territoire en matière de prévention et de nettoyage des déchets sur l’eau et sur les berges des cours d’eau, bâtir une stratégie partenariale pour mobiliser les acteurs et les relais utiles sur cette thématique puis définir des modalités d’action (dont actions de prévention et de sensibilisation) Pilotage du marché d’identification des zones d’accumulation de déchets flottants (en cours)
• Animer les réseaux d’acteurs (collectivités, institutionnels, associations…) sur les thématiques liées au poste. Réseau des personnes responsables des eaux de baignade : développement d’outils, organisation de partage d’expériences et d’informations, actions de sensibilisation Réseau des acteurs intervenant dans la chaîne d’alerte et d’intervention en cas de pollution : production d’outils, mise à jour des données (contacts), recueil et synthèse des événements de pollution en rivière. Cette mission peut amener l’agent à contribuer à l’animation de la concertation avec les acteurs locaux et les usagers dans le cadre des commissions thématiques du SAGE Marne Confluence (en coordination avec l’animation du SAGE)

Les missions secondaires :

Pilotage d’études et de démarches en lien avec la qualité de l’eau sur les affluents de la Marne(en particulier Morbras et ru de Chantereine) : identification des rejets polluants

Mobiliser les réseaux professionnels et les partenaires de la recherche en lien avec les thématiques du poste; le cas échéant monter, gérer et suivre des dossiers en partenariat, expérimenter de nouveaux outils / solutions (ex : dispositifs de suivi de la qualité), initier ou contribuer à des projets exploratoires (ex : microplastiques, polluants émergeants)

Valoriser l’action du Syndicat dans les domaines de la reconquête de la baignade et de la lutte contre les pollutions, en initiant ou contribuant à la production de supports pédagogiques, en participant à des événements, en rédigeant des articles en ligne ou pour la presse.

Contribuer à la réflexion prospective du Syndicat en proposant des stratégies dans ses domaines de prédilection. Participer à l’élaboration du programme d’actions et du budget du Syndicat. Contribuer à la bonne visibilité du Syndicat et à la lisibilité de son rôle.

Produire des analyses techniques sur des projets d’aménagement dans le cadre de procédures d’urbanisme ou loi sur l’eau, en coordination avec l’équipe et notamment l’animation SAGE, sur la thématique liée à la baignade et la qualité de l’eau.

Assurer une veille technique et réglementaire en lien avec la thématique du poste.

Chaque agent du Syndicat peut être amené à prendre part, sur demande de la direction, à des tâches nouvelles pour nécessité du service.

Profil recherché :

Formation et compétences requises :

Niveau de diplôme : Bac +5

Ingénieur(e) ou de formation universitaire (Master 2) avec une spécialisation idéalement dans le domaine de l’eau.

PhD student: integrating indoor air quality and overheating in LCA of buildings

We spend over 80% of our time indoors, and many pollutants that affect our health are emitted into indoor air. Climate change is expected to increase the frequency, duration, and intensity of heatwaves, potentially impacting the health of building occupants. Building eco-design tools based on life cycle assessment (LCA) have existed for many years and serve as decision-making aids in early design phases to reduce environmental impacts. However, these tools currently do not account for health impacts related to indoor air quality and overheating.

The thesis aims to develop methods for integrating indoor air quality and overheating into the life cycle assessment of buildings. The goal is to calculate disability-adjusted life years lost (DALYs) — a metric used in LCA — for reference scenarios of building use, specifically concerning air quality and overheating. The interaction between air quality and overheating, such as air chemistry, could also be explored.

Basic Qualifications
1. Bachelor's Degree in environmental engineering, geology, geography, biology, chemistry or related field of study with 7+ yrs of experience serving as an environmental technical resource, environmental manager, program specialist, or program manager
2. Experience in Environmental compliance and permitting, Waste Management, contractual, regulatory, and liability assessments, environmental permit evaluations and applications, EIA's and water discharge requirements
3. Broad knowledge of regional environmental regulations and programs, successfully implementing environmental systems,
Project management skills with proficiency with MS Excel, Word, and Windows Operating Systems
Preferred Qualifications
1. Excellent written and verbal communication skills, including comfort interfacing with senior leaders inside and outside the company
2. Experience in a fast paced, changing/growing organization
3. Strong analytical skills with demonstrated problem solving ability

Our growth is driving us to strengthen our Product Catalog & Environmental Footprint team to support the increasing strategic importance of product information and environmental transparency at Scaleway.

Your mission will be to develop and maintain internal and customer-facing features related to our product catalog and environmental impact reporting, in order to centralize product information and empower our users to make more sustainable infrastructure choices.

YOUR FUTURE TEAM :

We work in a collaborative and international environment where the diversity of Scalers, combined with a spirit of sharing, helps bring new projects to life every day, advancing our ambitions together.

You will be part of a team of 6 people: 4 Software Engineers, 1 Engineering Manager, and 1 Product Manager. This cross-functional team collaborates with many other departments including Console, Website, Data & IT Automation, and Billing.

Together, we build tools that provide a clear view of our product offering and environmental footprint, with the goal of enabling transparency and sustainability for all our clients.

Manager information: Yves Marx is an Engineering Manager at Scaleway with 18 years of experience in software development and tech team leadership. He combines expertise in cloud, edge computing, and software architecture with hands-on leadership and a strong track record in driving technical execution.

YOUR DAILY ROUTINE :

• Develop and maintain features related to the product catalog and environmental footprint tools
• Collaborate closely with other Scaleway teams to align on data and product structure
• Participate in sprint rituals and contribute to planning, estimations, and code reviews
• Monitor production systems and ensure operational excellence
• Investigate bugs and provide timely fixes
• Continuously improve internal tooling and development workflows
• Contribute to the overall design and architecture discussions
• Take part in an inclusive and collaborative team dynamic
• Attend regular “in-days” in Paris (every 4 to 6 weeks)
