VCM / RCC is recruiting several Financial Reporting, Control, and Compliance Officers who will report to the Head of RCC Unit. Depending on business need, candidate qualifications, professional experience and performance in the recruitment process, the appropriate grade will be proposed.

Main Responsibilities

Donor Reporting, Control, Compliance and VC Accounting

  • Review, sign off on financial reports on VC income & spending, ensuring compliance with SAP accounts, OECD financial rules, and donor agreements. Includes financial reports of varied complexity, taking lead on multi-stakeholder reports.
  • Provide advice to Directorates on financial reporting, collaborating to ensure consistent application of best practices.
  • Execution of VC account adjustments and controls, including wind-down of complex projects and resolution of anomalies. Assist with managing refund & suspense accounts, accounting close and reporting.
  • Provide guidance on VC administration procedures, accounting, and costing policies.
  • Provide high-quality client service and foster collaborative relationships, solving problems rapidly and independently.

Audit & Donor Support

  • Provide support on EU audit requests for successful outcomes, efficiency of process. Assist with External Auditor queries on VC accounts.
  • Keep abreast of EU regulations and OECD-EU agreements, advising on related matters and practices.
  • Liaison with VCM Transversal team for improvement projects and any donor eFiling requirements.

Analysis, Reporting, and Communications

  • Develop and update finance-related guidelines, policies, and procedures on workstreams.
  • Develop training sessions on VC policies and practices.
  • Assist in tracking, documentation, coordination, and communication of VC lessons learned; fostering collaboration and knowledge sharing.
  • Prepare analyses, reports, KPIs, dashboards, and communications. Represent RCC Unit at corporate meetings, including giving presentations.

Improvement / IT Projects

  • Contribute to improving processes through automation and risk control; idea generation, drafting business requirements, testing, training and drafting guidelines.
  • Liaise with VCM Transversal and Systems Teams on projects and planning as needed.
  • Supervise the BO Reporting of RCC Team, including idea generation for new reports and improvement of existing reports, and data clean up. Ensure necessary controls and reminders performed.
  • Help with organisation of RCC Team filing systems, ensuring lean processes and efficient access.
  • Provide advice and coaching to RCC Team on all RCC workstreams.
  • Assist RCC Head of Unit and Financial Controller as needed.

Qualifications

Academic Background

  • University degree in accounting, financial management, audit, business administration, law or related field.
  • A professional certification in finance / accounting domain (e.g. chartered accountant, MBA) would be an advantage.

Professional Background

  • Minimum of 3-4 years practical experience in accounting, financial management, audit, or relevant equivalent.
  • Experience in donor financial reporting, audits, auditor queries, including data collection and drafting responses. Experience with EU VCs.
  • Experience developing, interpreting and implementing financial & costing policies and procedures.
  • Experience in developing communications, guidance, and trainings of a financial nature to audiences of varied backgrounds.
  • Experience advising team members, clients and stakeholders at all levels.
  • Experience in execution of accounting journal entries, control and analysis of financial data; developing reports and presentations.
  • Experience in solution-oriented problem solving, and flexibility to cope with strict, conflicting deadlines.
  • Experience with Key Performance Indicators, and automating processes to reduce operational risk, increase efficiency.
  • Autonomous, Self-motivated with positive approach and experience working in a multicultural environment.

Tools

  • Good command of Microsoft Office applications (Excel, PowerPoint, Analysis, Word and OneNote), with advanced knowledge of data extraction and manipulation.
  • Knowledge of the Organisation’s financial and administrative systems (SAP FI, GM, FM, Business Objects and Power BI) would be an advantage.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with commitment to reach a good working level.

Long Description

In particular, the incumbent will be responsible for the following:

  • Provide guidance on accounting policies to ensure consistent application of Financial Regulations, Rules and Accounting Policies (IPSAS) covering the General Fund (GEF), Staff Fiduciary Fund (SFF) and Category 1 Institutes.
  • Manage the preparation of financial statements for assigned business segments (GEF and SFF). Production of monthly, quarterly and annual management reports; Highlight areas of risk and propose solutions to identified issues;
  • Oversee the processing of accounting entries, the analysis of the general ledger accounts, the timely reconciliation and analysis of the accounts. Undertake regular controls, both for HQ and Field transactions contracts to ensure that they are drawn and raised in accordance with the Financial Rules and Regulations of the Organization
  • Provide technical advice on the choice and application of accounting policies and procedures affecting the business area.
  • Provide the necessary information requested by the external auditors in line with the segments he/she is responsible for.

Long Description

  • Coordinate the financial management and analyse the performance of accounts and funds under her/his responsibility, and provide inputs on matters related to assigned areas in drafting Executive Board and General Conference documents.
  • Provide guidance to the Nine category 1 institutes in the preparation of their financial statements in line with UNESCO’s accounting standards and policies. Provide advice in the interpretation of accounting policies in relation to the operations of these institutes.
  • Assist the Head of Unit in the implementation and maintenance of IPSAS standards by contributing to the development of policy guidelines, training material and system changes.
  • Under the supervision of the Head of unit, oversee the work of the unit’s staff and supervise, as required, the staff in the same business area; setting standards of the work of the unit, providing leadership and advice on the implementation of assigned projects.

    We are seeking a Finance Engineer to join our dynamic Finance team at Kiln. In this role, you will support the operation of Kiln’s financial systems through data monitoring, analysis, and report creation, as well as by contributing to process automation solutions. You will work closely with our Head of Finance and collaborate with the Sales and Engineering teams to ensure the reliability of Kiln’s financial data for both internal and external stakeholders.

    Responsibilities

    1) Monitoring & analysis:

    • Monitor Proof-of-Stake protocols and blockchain networks to identify and analyze financial implications. Keep updated on market trends and regulatory changes to inform our strategies.

    2) Data integration & management :

    • Integrate various data sources, including on-chain information, blockchain aggregators/explorers, and internal services, using APIs. Ensure data accuracy, completeness, and consistency in Kiln’s databases.

    3) Financial reporting :

    • Develop and deliver comprehensive financial reports tailored to the needs of Kiln, our partners and customers. Use data analysis to create custom reports that track Kiln's financial metrics (Revenue, Expenses, AUS, etc.) and provide valuable insights to our customers (Staking activity, Reward statements, etc.).

    4) Innovation in automation :

    We are seeking a highly skilled and hands-on EU Finance Manager (CPA or French equivalent) to lead the full spectrum of financial operations across our EU region, with a strong focus on our French entity. This strategic role is critical to ensuring financial integrity, compliance with French regulations, and accurate reporting under Local GAAP, IFRS, and US GAAP.

    The Finance Manager will oversee accounting, payroll, tax, financial planning, and audits, while supporting the business with actionable, data-driven insights. This role reports directly to the Head of Finance and collaborates closely with regional and global teams

    What You'll Do

    Lead all financial operations for the EU region, including accounting, payroll, tax compliance, audits, financial reporting, and internal controls. You’ll ensure operational excellence and regulatory compliance across multiple jurisdictions.

    Manage timely and accurate month-end, quarter-end, and year-end closing processes in accordance with Local GAAP, IFRS, US GAAP, and Earnix corporate policies.

    Prepare and analyze financial statements, P&L, balance sheets, and cash flow reports to support strategic decision-making and business performance tracking.

    Oversee day-to-day accounting activities including AR, AP, GL, fixed assets, and reconciliations, while managing outsourced bookkeeping providers.

    Ensure full compliance with French financial, tax, and labor regulations, including preparation and filing of statutory reports, VAT returns, and corporate tax filings.

    Support internal and external audits at both local and corporate levels, coordinating with auditors and internal stakeholders.

    Partner with HR, Legal, and regional leadership to align financial policies with operational decisions and business goals.

    Collaborate with the global finance team to ensure consistency, integration, and scalability of financial processes across regions.

    Requirements:

    You'll do it using

    5–7 years of experience in finance and accounting roles, with a proven track record in managing end-to-end finance operations in France.

    A CPA certification or French equivalent (DSCG, DEC, or other recognized chartered accounting qualification).

    Deep knowledge of French accounting standards , tax regulations, payroll management, and statutory reporting.

    Strong familiarity with IFRS and US GAAP , especially in a multinational environment.

    Prior experience in SaaS companies , including understanding of revenue recognition, deferred revenue, and subscription-based models.

    Experience with share-based compensation and related accounting and tax implications.

    Proficiency in ERP systems (preferably NetSuite) and advanced Excel skills to manage and analyze financial data effectively.
